By analyzing how the British and German authorities draw the line between legal and illegal migration in the aftermath of the First World War, this article investigates the process of "making illegal" in a comparative framework. It explores the concrete administrative practice of immigration control in order to situate the British and German example in the historical debates on a growing interventionism in the late nineteenth and early twentieth century.
