Refugees and citizens in East-Central Europe in the 20th century

UnRef and OSCE ODIHR: Bringing Historians and Human Rights Defenders into Joint Discussion

The challenges at our borders aren’t new. That’s why OSCE Office for Democratic Institutions and Human Rights (ODIHR) and the ECR Consolidator Grant Project Unlikely Refuge? have brought together historians and human rights defenders to discuss refugee protection in Central and Eastern Europe, past and present. To respond wisely in the future, we need to know how policy and practice have evolved and changed with time.

The “Refugee Protection in Central and Eastern Europe in History and in the Present” workshop took place on 10-11 July 2025 in Warsaw. The participants discussed connecting points related to humanitarianism, refugee regimes, refugee law, citizenship, and rights, as well as possibilities of cooperation between human rights defenders and historians.
